Not A Bug Caddellite Infused Wood Pulp does not make Caddellite Infused Scrolls

Actually managed to make some Caddellite Infused Wood Pulp, and it does not make Caddellite Infused Scrolls.

I am in Khaldun. I took all normal scrolls and wood pulp out of my inventory just to be safe. Only Caddellite Infused Wood Pulp. And it makes a normal scroll.

Ok based on Dex's advice in the other report, I tried this a few different spots. It works in the mage tent. Again, no guide explains this that I have come across.
