This was brought to my attention by Firefly, so I am putting this here on her behalf.
While in Twisted Weald, players are often calmed by the Dryads in the area. This should prevent players from attacking and casting spells. However, it was also preventing bard skills from being usable.
I did go test this out on UO servers and confirmed that all bard skills were usable while calmed.
