FIXED 18 SDI

@Jester brought it to my attention that on UOGuide it mentions that jewelry can go upto 18 SDI and we were both pretty sure that it is not possible on Heritage and so I went and used Vender Search over on Atlantic on RealUO and certainly did find that theye exist.

Ok, it would be easier on TC1 but I'll see what I can do today

Ok duhhh, there are no runic reforging tables on SDI, because you cant reforge jewels!!! Ok, so hard cap will be moved to 18.
