The Sosarian Council - Just an idea

FIRST ROUGH DRAFT DATED 9/5/2019

(This document is theory only unless the top reads FINAL COPY and not ROUGH DRAFT)

The Sosarian Council would be a player "appointed" council that would represent the players.

It would also act as a safe guard against staff changes. The Council would need to approve any future changes that impact game play AND do not exist on UO.

The Council CAN:
  1. Force staff to address certain in-game shortfalls when real suggestions are brought forward with a majority vote.
  2. Block custom changes proposed by staff.
  3. Propose changes to the in-game rules.

The Council CANNOT:
  1. Create any in-game items.

The "First" Council would be appointed by staff. They will be granted a special in-game shroud denoting their appointment. Once the appointed players accept their position they will then be required to nominate a "Speaker" among themselves. The Speaker would be the Council leader. The council can decide how often to rotate this position.

We feel council members should have a vested interest in Heritage. That being said they should also have different play styles.

Two "Council Seat" ideas are:
  • The Finance Counselor
    • Basic requirement - Anyone who has donated $200+
      • We have about 5 players eligible.
  • The Legacy Counselor
    • Basic requirement - Anyone who has 250+ Legacy.
Please give us some other ideas below.

Everything else is open to conversation. As players give ideas we will update this living document. This is THEORY ONLY but we would like to see it grow into something creative and interesting.

I am not so sure about Shard Loyalty as they just shows who choose to bank sit. People could be here just as long but not have done that to get the Shard Loyalty. Maybe it should go off when their accounts were made? It could stay as is, that is just my opinion.

For PVM we have a kill tracker board. Could just need 500 points on the board or something. Though this board has not been around forever and also looses numbers sometimes (and does not count everything I would think).

Crafting. Honestly if someone can explain to others how to reforge, they should get a chance. Maybe requirement is a 120 crafter?

Like Kal said, Shard Loyalty is a reward for bank sitters.. nothing more. Account creation date makes more sense.

I would suggest having a seat for a newer player. Just so you can hear from new people starting out or the opion of someone who hasnt “made it” in the shard. Meaning still struggling for items funds.

The only problem I have is that there are hundreds of accounts from 2016 and 2017...where people logged in once and never again. Just coming back they shouldn't have seniority rights....At least with Legacy(Shard Loyalty) you had to put that time in.

Also @MrChumly yes this is true. How would that person be elected though?

My best suggestions would be by the other members. It would be based on their activity and how well the interact with other players. If they are always begging and complaining then they would be a no go. But if they are trying to make it and asking for help for the harder stuff or to be shown how to do things. Most veteran players can spot a player that is going to be someone that is helpful and has a good head in their shoulders.

There are a few who chose to bank sit to get their loyalty. I am not one of those. I do have chars logged on at times and am afk, but most of my shard loyalty is from actually playing. Im not necessarily advocating for a position on the council, but your logic is irrelevant in this instance.

For PVM we have a kill tracker board. Could just need 500 points on the board or something. Though this board has not been around forever and also looses numbers sometimes (and does not count everything I would think).

What about players that only craft, or farm resources that are not listed on the kill tracker boards? The kill tracker boards are fun, but shouldn't recognize any player as "better" or "more active' than others because of it.

THIS! makes sense!

Like Kal said, Shard Loyalty is a reward for bank sitters.. nothing more. Account creation date makes more sense.
So someone who created an account back in 2016 but never logs in and has zero credibility should have more say than a person who created an account 6 months ago and plays regularly? Um, No thanks!

My opinion is to have those that want a position on the council be nominated by other players. This could be based on what I think (below) is significant to the council.
Once a list is compiled, after a certain date, the shard can vote on them players (7)? members to the council.

Once a council is created they (council members) can discuss issues needed to be addressed. Those voted in can talk to the players on the server and get ideas to help the server grow, and the economy be stable.

At this point are there enough players here to fulfill a council? If so.... here's what I propose. Input is needed for sure!

Not sure I agree with a Finance counselor. This could advocate someone being able to buy their way to a seat on the council. But, it could work IF the player was active and The other 6 council members agreed to his/her seated position and history on the server. They could help set prices for the economy based on population and quantity of items available on heritage.

Legacy Counselor position makes sense if the player is active. This could be a player with a long term association to Heritage and the players on the server. Should have knowledge of Heritage history and current members. Should be able to assist with common knowledge of discord and forum usage. Should be willing to share rune books of common locations for new players.

PVP counselor should be someone who understands the dynamics of pvp and engages regularly in pvp events. Should have basic knowledge of VVV system and guilds associated with pvp.

PVM counselor should be someone with significant knowledge of dungeons and monsters located in the realm of heritage. Including Termur, Ilshenar, Malas, Fel, Tram, Tokuno, and Eodon

Crafter counselor
should be knowledgeable in the realm of crafting, imbuing, simple reforging, Bulk order deeds, and point systems for rewards

Special event counselor
should be someone that can work with Dan on planning, relaying info and making sure events go as planned.

Council Speaker/Liaison for Heritage this should be a player that has a good report with Dan and the members of the council, and the players of Heritage. Someone that can also relay activities (not events) on Heritage. May also be a person that can be a Moderator of the Discord channels to ensure proper info is passed along to other players of Heritage. (for instance there has been a lot of false info regarding dewcono being banned from the shard/discord)

Other considerations for board members to be discussed:

-having their own discord channel
-meetings
-behavior towards other counselors
-behavior towards players on Heritage

Im sure there is more so this is just to get things fired up and more discussion going.

So basically, Noah is not allowed to be part of it. Seems reasonable.

Like I said.. I'm not advocating for a position numnutz! You wanna go that route... lets go that route!

Your ideas are inadequately thought out, you lack realistic input at every level with false facts at every turn. You spew shit constantly and there's currently 2 reports of you stating that DewCono was falsely banned from the server.

So basically, Noah is not allowed to be part of it. Seems reasonable.
Whatever dude. I've contributed more then you can possibly fathom on this server. I have been recognized by Dan for doing so. What have you done? I mean besides constantly regurgitate retarded facts and liberal agendas at every turn! You beg for shit every single day. You're an entitled selfless asshole that thinks everyone owes him something for being here. Until you prove your worth to everyone, or even anyone on the server you're just a fart in the wind when it comes to being a contributing member of society here! So until next time GFY!

Ha! Looks like someone got under your skin.

And I never said he was banned from the server. You need to go back and practice some reading comprehension. Yes, I didn't specify it was only discord, but I didn't say it was in game either. You and your assumptions again.

Again, for the 2 biggest illiterate members of Heritage. I’m not advocating a seat. It’s good to know if I did tho, you wouldn’t be there. So it would be easier to get things done without having to write it in crayon for you to understand!

Have we proved that this idea wont work on this server without a big population yet?
I think just listening to the playerbase as a whole and in polls on the forums Is the best way... mixed in with your own considerations as staff but when well thought out arguments are thrown your way maybe even if its something you disagree with you can give it a try.. idk. I think the council wont work on heritage due to the factions that are here. Aka OC vs everyone. The sad part is besides 4 or 5 people OC is the only ones still around. And like Omalley said a table Noah sits at he wont sit at.. theres gonna be a lot of that and it's a lot more BS than is necessary.

Basically, the best council you can have on Heritage is a public discussion on the make a suggestion thread, people argue why or why not, mixed with a poll to vote and as people vote you as a staff member Dan take consideration based on how many voted for or against + your own opinions work loads + which players have been around vs new ones.

P.s. the whole vet vs new player consideration I'm simply putting in there because everytime new people join just be careful going bat shit crazy on their ideas when chances are in 2 weeks they wont be here... not because heritage is necessarily bad or whatever but because servers seem to have high turnover rates and changing the course on new players can be shitty but si can catering to the 5 core players etc... then again vet players usually have investments of time and money into a server.. but anyways thags just a rabbit hole.
